Divisions:
The Social Services Department is comprised of three divisions:

  • Human Services, which arranges medical care and emergency rent and utility assistance for low-income adults, in addition to administering a variety of state-mandated services and county grants to non-profit agencies

  • Adult Day Care, which provides in-facility respite care for functionally impaired adults (over the age of 18)
  • Volunteer Opportunities
  • Companionship / Reassurance Volunteers: Senior Services is looking for volunteers to provide an hour or two of companionship per week to homebound clients or to provide daily telephone reassurance, which can be done from the volunteer’s home.
  • Meals on Wheels Drivers: The Meals on Wheels program is looking for volunteer drivers to deliver meals to our clients. Substitute drivers are also needed.

    Indigent Health Care
    Flagler County Human Services provides the following indigent health care services:
    Medical assistance can be arranged for low-income, uninsured residents of Flagler County that meet eligibility criteria
    Prescription assistance
    Emergency dental care
    Wheelchair / walker loan program
    Assistance completing Social Security disability applications

    Emergency Assistance
    When funds are available, Flagler County Human Services provides the following emergency assistance services:
    Assistance with past due rent or utilities can be provided two times per household, per 12 month period (no deposits)
    Assistance can be provided toward a first month’s rent payment in certain situations
    Emergency food funds are provided to support the Flagler Resource Center, a local food pantry that is operated by Church Women United in a county facility.

    State-Mandated Services

  • Health Care Responsibility Act* (HCRA) - This reimburses participating out-of-county hospitals at the Medicaid per diem rate for care provided to indigent, uninsured Flagler residents. The county financial obligation is set by the state at $4 per capita.
  • Medicaid Nursing Home* - This reimburses the state for the county portion of Medicaid costs for Flagler residents that reside in nursing homes, regardless of the location of the facility. The county obligation is set by the state at $55 per month per individual.
  • Medicaid Hospitalization* - This reimburses the state for the county portion of costs for hospitalization of Medicaid-eligible Flagler residents.
  • Healthy Kids Program (Florida Kidcare) - County government provides one half of the required local match to provide low-cost health insurance to school-aged children in Flagler
  • Indigent Cremation / Burial - According to statute, each county is responsible for costs associated with the disposal of unclaimed or indigent deceased individuals.
